A CPR engine watchman by trade, residing in Wetaskiwin, Alberta, Arthur enlisted in the RCAF on Jun 27, 1941 in Edmonton, Alberta.

He died in a flying accident when #4 Wireless Schools's North American Yale (#3433) aircraft, with an aircrew of two, was on an instrument training flight and crashed near Allanburg in Thorold, Ontario. Also killed was RCAF Sergeant Robert Earl Coulter.
